This was one of times I wish I had a drone (not sure if it’s even allowed to fly in that area anyway), so I tried my best with a 400mm lens handheld from any place I could walk around it. I managed anyway to get comfortably 3x8K textures and normals in a relatively low poly model. The second cycle was implemented using Leica Cyclone and Reality Capture programs, which were enclosed in data binding to a coordinate system. The next point was an automatic combination of aligned point clouds and photographs.
