The tower is a major component of the City’s downtown civic campus, which also includes the Seattle Justice Center and City Hall. Originally built in 1990, the building was purchased by the City of Seattle in 1996 and became the new headquarters for the majority of City agencies which relocated from other properties in the area. The work was carried out by protesters in an area of the city they have occupied and dubbed the Capitol Hill Autonomous Zone (CHAZ).
