It has machinery for drilling and pulverizing the interior of the rock, extracting volatiles, and storing them in a geodesic sphere with a docking ring. Freighters stop by at regular intervals to retrieve the goods. Alongside the refinery are the power, comm and radiator arrays, rising up into space like battle standards.
