Browar został wybudowany z inicjatywy spółki Brieger Aktien-Brauerei-Gesellschaft. Produkcję piwa rozpoczęto w nim w 1898 i szybko stał się konkurencją dla Browaru Książęcego w Tychach. W 1899 została zawarta między oboma tyskimi browarami konwencja dotycząca jednolitych cen piwa w handlu detalicznym, a w 1918 doszło do skupu 90% akcji Browaru Obywatelskiego przez zarząd książęcy pszczyński, co wyeliminowało wzajemną konkurencję. W 1936 Browar Obywatelski przeszedł w dzierżawę zarządcy przymusowego dóbr księcia pszczyńskiego, a 1 lutego 1939 wraz z Browarem Książęcym wszedł w skład nowo powstałej spółki akcyjnej “Książęce Browary S.A. w Tychach".
