That's a model of large house-ship located in my hometown of Irkutsk, Russia. This and other neobrutalism-styled houses are the only of its kind in the country (buildings in other Russian cities with similar aspects are of brutalism style). This building is located in Tbilisi at the top of the Digomi Hills. It used to be a water tank, but in the late 1980s the tank was remodeled and there were plans to open an archaeology museum in it. Unfortunately, the museum was never opened. The building has stood empty and semi-abandoned ever since.
